The results of the Fizeau Water Tube Experiment can be explained by assuming that light travels at the speed of light ‘c’ between the atoms in the water. The combination of a decreased refractive index and the distance travelled by the atoms while temporary holding the photon energy provide a quantum physical perspective resulting into calculation that is consistent with Fizeau’s formula while differing from the relativistic calculation.
